Starting Times – KansasCity.com

The Internal Revenue Service today issued its annual “Dirty Dozen” ranking of tax scams, reminding taxpayers to use caution during tax season to protect themselves against a wide range of schemes ranging from identity theft to return preparer fraud.

The Dirty Dozen listing, compiled by the IRS each year, lists a variety of common scams taxpayers can encounter at any point during the year. but many of these schemes peak during filing season as people prepare their tax returns.

“Taxpayers should be careful and avoid falling into a trap with the Dirty Dozen,” said IRS Commissioner Doug Shulman. “Scam artists will tempt people in-person, on-line and by e-mail with misleading promises about lost refunds and free money. Don’t be fooled by these scams.”

Illegal scams can lead to significant penalties and interest and possible criminal prosecution. the IRS Criminal Investigation Division works closely with the Department of Justice to shutdown scams and prosecute the criminals behind them.

The following is the Dirty Dozen tax scams for 2012:

Identity Theft

Topping this year’s list Dirty Dozen list is identity theft. In response to growing identity theft concerns, the IRS has embarked on a comprehensive strategy that is focused on preventing, detecting and resolving identity theft cases as soon as possible. In addition to the law-enforcement crackdown, the IRS has stepped up its internal reviews to spot false tax returns before tax refunds are issued as well as working to help victims of the identity theft refund schemes.

Identity theft cases are among the most complex ones the IRS handles, but the agency is committed to working with taxpayers who have become victims of identity theft.

The IRS is increasingly seeing identity thieves looking for ways to use a legitimate taxpayer’s identity and personal information to file a tax return and claim a fraudulent refund.

An IRS notice informing a taxpayer that more than one return was filed in the taxpayer’s name or that the taxpayer received wages from an unknown employer may be the first tip off the individual receives that he or she has been victimized.

The IRS has a robust screening process with measures in place to stop fraudulent returns. while the IRS is continuing to address tax-related identity theft aggressively, the agency is also seeing an increase in identity crimes, including more complex schemes. In 2011, the IRS protected more than $1.4 billion of taxpayer funds from getting into the wrong hands due to identity theft.

In January, the IRS announced the results of a massive, national sweep cracking down on suspected identity theft perpetrators as part of a stepped-up effort against refund fraud and identity theft. Working with the Justice Department’s Tax Division and local U.S. Attorneys’ offices, the nationwide effort targeted 105 people in 23 states.

Anyone who believes his or her personal information has been stolen and used for tax purposes should immediately contact the IRS Identity Protection Specialized Unit. For more information, visit the special identity theft page at www.IRS.gov/identitytheft.

Phishing

Phishing is a scam typically carried out with the help of unsolicited email or a fake website that poses as a legitimate site to lure in potential victims and prompt them to provide valuable personal and financial information. Armed with this information, a criminal can commit identity theft or financial theft.

If you receive an unsolicited email that appears to be from either the IRS or an organization closely linked to the IRS, such as the Electronic Federal Tax Payment system (EFTPS), report it by sending it to phishing@irs.gov.

It is important to keep in mind the IRS does not initiate contact with taxpayers by email to request personal or financial information. this includes any type of electronic communication, such as text messages and social media channels. the IRS has information that can help you protect yourself from email scams.

Return Preparer Fraud

About 60 percent of taxpayers will use tax professionals this year to prepare and file their tax returns. most return preparers provide honest service to their clients. but as in any other business, there are also some who prey on unsuspecting taxpayers.

Questionable return preparers have been known to skim off their clients’ refunds, charge inflated fees for return preparation services and attract new clients by promising guaranteed or inflated refunds. Taxpayers should choose carefully when hiring a tax preparer. Federal courts have issued hundreds of injunctions ordering individuals to cease preparing returns, and the Department of Justice has pending complaints against many others.

In 2012, every paid preparer needs to have a Preparer Tax Identification Number (PTIN) and enter it on the returns he or she prepares.

Signals to watch for when you are dealing with an unscrupulous return preparer would include that they:

  • Do not sign the return or place a Preparer Tax identification Number on it.
  • Do not give you a copy of your tax return.
  • Promise larger than normal tax refunds.
  • Charge a percentage of the refund amount as preparation fee.
  • Require you to split the refund to pay the preparation fee.
  • Add forms to the return you have never filed before.
  • Encourage you to place false information on your return, such as false income, expenses and/or credits.

For advice on how to find a competent tax professional, see Tips for Choosing a Tax Preparer.

Hiding Income Offshore

Over the years, numerous individuals have been identified as evading U.S. taxes by hiding income in offshore banks, brokerage accounts or nominee entities, using debit cards, credit cards or wire transfers to access the funds. others have employed foreign trusts, employee-leasing schemes, private annuities or insurance plans for the same purpose.

The IRS uses information gained from its investigations to pursue taxpayers with undeclared accounts, as well as the banks and bankers suspected of helping clients hide their assets overseas. the IRS works closely with the Department of Justice to prosecute tax evasion cases.

While there are legitimate reasons for maintaining financial accounts abroad, there are reporting requirements that need to be fulfilled. U.S. taxpayers who maintain such accounts and who do not comply with reporting and disclosure requirements are breaking the law and risk significant penalties and fines, as well as the possibility of criminal prosecution.

Since 2009, 30,000 individuals have come forward voluntarily to disclose their foreign financial accounts, taking advantage of special opportunities to bring their money back into the U.S. tax system and resolve their tax obligations. And, with new foreign account reporting requirements being phased in over the next few years, hiding income offshore will become increasingly more difficult.

At the beginning of this year, the IRS reopened the Offshore Voluntary Disclosure Program (OVDP) following continued strong interest from taxpayers and tax practitioners after the closure of the 2011 and 2009 programs. the IRS continues working on a wide range of international tax issues and follows ongoing efforts with the Justice Department to pursue criminal prosecution of international tax evasion. this program will be open for an indefinite period until otherwise announced.

The IRS has collected $3.4 billion so far from people who participated in the 2009 offshore program, reflecting closures of about 95 percent of the cases from the 2009 program. on top of that, the IRS has collected an additional $1 billion from up front payments required under the 2011 program. that number will grow as the IRS processes the 2011 cases.

“Free Money” from the IRS & Tax Scams Involving Social Security

Flyers and advertisements for free money from the IRS, suggesting that the taxpayer can file a tax return with little or no documentation, have been appearing in community churches around the country. these schemes are also often spread by word of mouth as unsuspecting and well-intentioned people tell their friends and relatives.

Scammers prey on low income individuals and the elderly. They build false hopes and charge people good money for bad advice. In the end, the victims discover their claims are rejected. meanwhile, the promoters are long gone. the IRS warns all taxpayers to remain vigilant.

There are a number of tax scams involving Social Security. For example, scammers have been known to lure the unsuspecting with promises of non-existent Social Security refunds or rebates. In another situation, a taxpayer may really be due a credit or refund but uses inflated information to complete the return.

Beware. Intentional mistakes of this kind can result in a $5,000 penalty.

False/Inflated Income and Expenses

Including income that was never earned, either as wages or as self-employment income in order to maximize refundable credits, is another popular scam. Claiming income you did not earn or expenses you did not pay in order to secure larger refundable credits such as the Earned Income Tax Credit could have serious repercussions. this could result in repaying the erroneous refunds, including interest and penalties, and in some cases, even prosecution.

Additionally, some taxpayers are filing excessive claims for the fuel tax credit. Farmers and other taxpayers who use fuel for off-highway business purposes may be eligible for the fuel tax credit. but other individuals have claimed the tax credit when their occupations or income levels make the claims unreasonable. Fraud involving the fuel tax credit is considered a frivolous tax claim and can result in a penalty of $5,000.

False Form 1099 Refund Claims

In this ongoing scam, the perpetrator files a fake information return, such as a Form 1099 Original Issue Discount (OID), to justify a false refund claim on a corresponding tax return. In some cases, individuals have made refund claims based on the bogus theory that the federal government maintains secret accounts for U.S. citizens and that taxpayers can gain access to the accounts by issuing 1099-OID forms to the IRS.

Don’t fall prey to people who encourage you to claim deductions or credits to which you are not entitled or willingly allow others to use your information to file false returns. if you are a party to such schemes, you could be liable for financial penalties or even face criminal prosecution.

Frivolous Arguments

Promoters of frivolous schemes encourage taxpayers to make unreasonable and outlandish claims to avoid paying the taxes they owe. the IRS has a list of frivolous tax arguments that taxpayers should avoid. these arguments are false and have been thrown out of court. while taxpayers have the right to contest their tax liabilities in court, no one has the right to disobey the law.

Falsely Claiming zero Wages

Filing a phony information return is an illegal way to lower the amount of taxes an individual owes. Typically, a Form 4852 (Substitute Form W-2) or a “corrected” Form 1099 is used as a way to improperly reduce taxable income to zero. the taxpayer may also submit a statement rebutting wages and taxes reported by a payer to the IRS.

Sometimes, fraudsters even include an explanation on their Form 4852 that cites statutory language on the definition of wages or may include some reference to a paying company that refuses to issue a corrected Form W-2 for fear of IRS retaliation. Taxpayers should resist any temptation to participate in any variations of this scheme. Filing this type of return may result in a $5,000 penalty.

Abuse of Charitable Organizations and Deductions

IRS examiners continue to uncover the intentional abuse of 501(c)(3) organizations, including arrangements that improperly shield income or assets from taxation and attempts by donors to maintain control over donated assets or the income from donated property. the IRS is investigating schemes that involve the donation of non-cash assets — including situations in which several organizations claim the full value of the same non-cash contribution. Often these donations are highly overvalued or the organization receiving the donation promises that the donor can repurchase the items later at a price set by the donor. the Pension Protection Act of 2006 imposed increased penalties for inaccurate appraisals and set new standards for qualified appraisals.

Disguised Corporate Ownership

Third parties are improperly used to request employer identification numbers and form corporations that obscure the true ownership of the business.

These entities can be used to underreport income, claim fictitious deductions, avoid filing tax returns, participate in listed transactions and facilitate money laundering, and financial crimes. the IRS is working with state authorities to identify these entities and bring the owners into compliance with the law.

Misuse of Trusts

For years, unscrupulous promoters have urged taxpayers to transfer assets into trusts. while there are legitimate uses of trusts in tax and estate planning, some highly questionable transactions promise reduction of income subject to tax, deductions for personal expenses and reduced estate or gift taxes. Such trusts rarely deliver the tax benefits promised and are used primarily as a means of avoiding income tax liability and hiding assets from creditors, including the IRS.

IRS personnel have seen an increase in the improper use of private annuity trusts and foreign trusts to shift income and deduct personal expenses. as with other arrangements, taxpayers should seek the advice of a trusted professional before entering a trust arrangement.

the baseball notebook …

MILWAUKEE — with Prince Fielder all but gone and Ryan Braun facing a possible 50-game suspension, the Milwaukee Brewers needed another source of offense.

the Brewers finalized a $36 million, three-year contract with free agent third baseman Aramis Ramirez on Wednesday, adding a much-needed bat to their lineup.

Ramirez, who played the past eight-plus seasons for the NL Central rival Chicago Cubs, said he considers the Brewers a team that will be in position contend every year for the foreseeable future — even if they do lose Braun for a chunk of next season and lose Fielder for good.

“You’re going to miss those guys if Ryan Braun is suspended, but I think you win with pitching,” Ramirez said.

and while Ramirez said he’ll do his best to help produce runs, he doesn’t see himself as a direct replacement for Fielder.

“You can’t replace Prince Fielder,” Ramirez said. “He’s one of the best hitters in the game.”

Brewers general manager Doug Melvin acknowledged that Wednesday’s signing of Ramirez more or less means that they’re moving on from Fielder, who is almost sure to sign elsewhere.

SAN FRANCISCO — the largest federal criminal investigation into sports doping began more than nine years ago with a tax agent digging through the trash of the now notorious Bay Area Laboratory Co-Operative. Barring an appeal, the government’s work comes to an anti-climactic end Friday when Barry Bonds — the probe’s highest-profile catch — is sentenced for obstruction of justice.

In between, the federal government spent millions of dollars and untold staff hours obtaining the convictions of 11 people. six of them, including track star Marion Jones, were ensnared for lying to grand jurors, federal investigators or the court. five men, including Bonds’ personal trainer Greg Anderson, pleaded guilty to steroid distribution charges stemming from their BALCO connections.

the investigation in general — and the pursuit of Bonds in particular — ignited a debate over whether the government’s long involvement was the best use of public resources.

More than seven years after he testified before a grand jury investigating BALCO, Major League Baseball’s all-time home runs leader was convicted on just one of four remaining counts against him. and the jury deadlocked on whether Bonds lied about taking performance enhancing drugs.

Now, federal sentencing guidelines suggest a prison term of between 15 months and 21 months.

NEW YORK — new Mets center fielder Andres Torres knows about struggles.

an injury-plagued 2011 season was difficult. but he’s dealt with greater adversity.

a new documentary is coming out on how he managed his Attention Deficit Hyperactivity Disorder to become a World Series winner with the San Francisco Giants in 2010.

“It’s about helping others and how we get better, and I think it’s a great project,” Torres said Wednesday, a week after the Mets acquired him from the Giants along with pitcher Ramon Ramirez for outfielder Angel Pagan.

SAN FRANCISCO — the San Francisco Giants were working Wednesday to finalize a $1 million, one-year contract with free agent reliever Guillermo Mota to bring him back for a third season.

ST. LOUIS — the St. Louis Cardinals finalized a two-year, $14 million free agent deal with shortstop Rafael Furcal, a trade deadline pickup who helped them in their run to the World Series title.

NEW YORK (AP) — C.J. Wilson will earn $10 million in 2012 as he starts his $77.5 million, five-year contract with the Los Angeles Angels. the left-hander’s salary will rise to $11 million in 2013, $16 million in 2014, $18 million in 2015 and $20 million in 2016.

NEW YORK — Yogi Berra will be among the honorees at the 32nd Thurman Munson awards dinner.

He’ll be joined by Yankees first baseman mark Teixeira, Mets pitcher R.a. Dickey and former NBA and St. John’s star Chris Mullin, who will receive awards for their athletic success and philanthropic work at the dinner on Jan. 31 in new York.

the 86-year-old Berra will receive the Munson Legend Award in celebration of the 50th anniversary of the 1962 World Champion new York Yankees.

McCaffrey in her biography on her Web site has shared some insights about her first novel which was published in 1967:

“Her first novel, ‘Restoree,’ was written as a protest against the absurd and unrealistic portrayals of women in s-f novels in the ‘50s and early ‘60s. it is, however, in the handling of broader themes and the worlds of her imagination, particularly the two series ‘The Ship who Sang’ and the fourteen novels about the ‘Dragonriders of Pern,’ that Ms. McCaffrey’s talents as a story-teller are best displayed.”

McCaffrey became the first woman to win a Hugo Award for a work of fiction and the first woman to win a Nebula Award, and in 2006 she was inducted into the Science Fiction Hall of Fame.

McCaffrey is survived by a daughter and two sons.

McCaffrey's ex-husband, Horace Wright Johnson, from whom she had been divorced for nearly 40 years, passed away in October 2009 of cancer.

About the importance of Email, it is in everyone’s knowledge the role it plays in our daily life. Imagine a world where there is no tool like Email. it would be horrifying and painstaking job to communicate what we do, presently with a simple click.

We all understand the utility factor attached to the Email. it is one of the fastest, reliable and personalized modes of communication. But it has been found very few understand the nuts and bolts of this communication. we merely compose, or attached what we want to communicate and send it. That’s what it has been found.

At this time when Email is progressively used for business and for many purposes, not to mention it is being used for phishing and other malicious intentions. it is of utmost priority to understand the other messages besides what has been sent or received by you.

Every email comes with a Header which is one part of an e-mail structure; call it DNA of the mail. it carries the basic fundamental information such as from whom the email comes, to whom it is addressed, date/time it was sent and the subject of the email. it is similar to an electronic postSeptemberk. moreover, it also carries other detailed information which we usually don’t see.

This basic information comes in all brief/basic headers that most email programs automatically shows. This detail technical information can be viewed in a full header. all email programs can be set to show only brief header or full header and it is up to the users to set the program whether to view only brief header or full header.

Full header carries the information of the mail server’s name that the email passed through on its way to the recipient, and sender’s IP address and even the name of the email program and its version used.

How To Find The IP Address Of Your Google Mail And Yahoo Mail?

AUCKLAND, New Zealand – Google’s new software for using Gmail without an Internet connection comes across as a throwback to an era when we weren’t connected all the time and on all sorts of devices, from phones to iPads.

These days, if I need to read or write an e-mail when I’m not at a regular computer, I can usually do so on my phone. Wi-Fi is also plentiful — even on planes and trains — when I need to catch up on messaging using my laptop.

But I found myself lacking both options during a recent trip abroad. Fortunately, Google recently came out with Offline Google Mail, software that lets me use Gmail while disconnected. Messages that I write, delete or move to a folder — or label, as Gmail calls it — get synced with my Gmail account the next time I’m online. I can also read messages that had been sent to me before going offline.

As a result, I was generally able to get away with buying a half-hour or an hour of Internet access at a time in Sydney and Melbourne, Australia, where “complimentary Internet” is a term foreign to hotels.

I composed e-mails on a flight to New Zealand and had them sent during a brief layover at the Auckland airport. I read and wrote more emails on the flight back to the U.S. and synced the account once more at my parents’ home in New Jersey. by the time I was back in my apartment in New York, I was caught up on three weeks of e-mail.

The software itself was easy to install and use — once I found it. it requires a Gmail account and won’t work with Yahoo, Hotmail and other Web-based email services.

Also, it works only with Google’s Chrome browser, which means I had to install it on my laptop to start things off. I then had to open the browser and open a new tab to find a link to Google’s Chrome Web Store. after that, I had to find the free Offline Google Mail software among the scores of offerings at the store.

The software is still in a “beta” test mode, a label that Google sometimes slaps on products for months or years. That’s a way of saying that you may encounter glitches along the way.

I indeed ran into a few problems.

The key problem is that messages stored offline sometimes disappears. That included an e-mail I had composed to send later. as a result, I wasn’t able to depend on the software to retrieve notes that I had stored as e-mail messages, nor was I able to respond to a number of e-mails that went missing.

I learned from Google later that the software typically keeps only messages from the past three days and sometimes up to a week. it also keeps older messages that Google’s technology thinks is important. Drafts and messages marked with a star are always stored, but you have to remember to do that in the short time you might have online.

The software also failed at times to store attachments, which is a problem when someone sends me a document I need to review. I might have run into a storage cap of 25 megabytes for all attachments combined, which isn’t much when Gmail allows attachments that large on a single email. The software was also inconsistent in loading images, which means I could miss good deals from retailers that spell out offers in graphics.

Two other faults: There are limits in my ability to organize messages using labels. I could attach existing ones, but I couldn’t create new ones. That could keep my main inbox cluttered. And the interface feels like Gmail of the early days, not the dynamic website of today that grew out of years of user feedback, redesigns and upgrades.

That said, Offline Google Mail largely does what it is supposed to do. it gives you access to your messages — your digital life — when an Internet connection isn’t readily available. it also gives you the ability to write e-mails anytime you want, as long as there’s no urgency in sending them.

It’s similar to the way I read and wrote e-mail more than a decade ago, using Netscape software and getting online through a dial-up modem every now and then to send messages and get new ones.

When you do have that Internet connection, the Google software syncs your mail automatically, as long as you have the Chrome browser open. There’s no need to open Offline Google Mail or even visit Gmail.com.

Standalone e-mail software such as Thunderbird also lets you read and write messages while offline, but you need to open the software to sync. You also need to know how to set it up for Gmail, while there’s no need to configure anything for Offline Google Mail.

I wouldn’t rely on Google’s software, though, if you absolutely must have access to your messages all the time. The product is too new and has glitches and storage limitations that are bound to strike when you can least afford them.

Still, it’s a good alternative to standalone software when you need only casual access to your messages offline. It’s simple to use and it does the job — most of the time.

The Major League Baseball Division Series is underway and NJIT math professor Bruce Bukiet has once again analyzed the probability of each team advancing to the World Series. “Now that the Texas Rangers have won the opening game against the Detroit Tigers, the probability of this team winning the American League Pennant has jumped from 64 to 76 percent,” he said. “In the National League, the Milwaukee Brewers have upped their chances of clinching the National League pennant from 51 to 68 percent.”

Performing the analysis this post-season has posed more problems for Bukiet than usual with the regular season going down to the final day to determine two of the post-season teams and then the League Division series going to the fifth game in three of those four series. this has left little time between the determination of the contenders and the start of the following series.

At the season’s start, Bukiet used his mathematical model to project the number of wins each team should earn (see: http://m.njit.edu/~bukiet/baseball/2011_season_predictions.htm). While Bukiet’s model picked only five of the eight post-season teams last April, he said that his performance was still good enough to come in first in the competition at www.baseballphd.net and better still than most experts. Bukiet updates the probabilities of each team taking their series throughout the Major League Baseball post-season at http://m.njit.edu/~bukiet/baseball/playoffs11.htm

On Bukiet’s website, he provides the likelihood of each team taking the series in a given number of games. at this point, the most likely outcome (27.2 percent) is for the Texas Rangers to win in six games. in the National League, the most likely outcome (24.9 percent) is for the Brewers to win in six games.

This is Bukiet’s 11th year using his model to determine whether it is worthwhile to wager on games each day during the baseball season. His picks (posted on www.egrandslam.com) have led to (slightly) more positive results for 7 of the 11 years (counting 2011′s worst-ever results). he has also used the model to predict how teams should perform during a baseball season and these results have compared favorably with experts, including 2011. this year, Bukiet has even expressed surprise that his daily picks performed so poorly while his overall picks did so well.

Bukiet’s model originally appeared in the journal Operations Research. more recent improvements were published by Bukiet and his research team in the International Journal of Performance Analysis in Sports. The model computes the probability of a team with given hitters, bench, starting pitcher, lineup, relievers and home field advantage winning a game against another team. for more details, contact Bukiet, 973-596-8392 or bukiet@m.njit.edu
